FEMPPA and AFAC Advance an Agenda of Regulatory Simplification, Digitalization and Modernization
On September 21, 2026, FEMPPA held a very positive meeting with Mtro. Luis Villanueva, Executive Director of Aviation Safety at AFAC, and members of his team. The discussion focused on a broader vision for modernizing aviation in Mexico, with an emphasis on regulatory simplification, harmonization of criteria, digitalization of administrative processes, and greater participation by general aviation in regulatory improvement efforts. Topics included proposed changes to the Civil Aviation Law and Airports Law, the upcoming discussion of a circular regarding the entry of foreign-registered aircraft, flight plan authorizations for November-registered aircraft, ultralights, experimental and light-sport aircraft, the possible elimination of administrative procedures, aerodrome regularization, insurance registration, and fly-ins. AFAC committed to including FEMPPA in several working groups and to maintaining a closer dialogue on these issues.

FEMPPA Secures DUGAEAM Exemption for a Research Glider in Baja California
FEMPPA supported member Kempton Izuno in securing the application of the exemption established under Article 292 of Mexico’s Federal Rights Law for motor glider N307BE. Thanks to the responsiveness of ASA personnel in Loreto and its central offices, a MXN $19,750.83 DUGAEAM charge was removed, allowing a pioneering mission to study a potentially unique convergence line over Baja California to continue.
