Need to Update Your Aircraft's Passenger List? FEMPPA Has a Template for You

If you operate a foreign-registered aircraft in Mexico and need to update the passenger list associated with your aircraft's Mexican entry authorization, FEMPPA has prepared a template to help simplify the process with AFAC.

One of the questions we frequently receive at FEMPPA is how to update the passenger list associated with a foreign aircraft's authorization to operate in Mexico.

Although the process is relatively straightforward, it isn't always clear what documentation to prepare or where to submit it.

That's why FEMPPA has prepared a passenger list amendment request template, based on a document we have successfully used on multiple occasions when submitting this request to Mexico's Federal Civil Aviation Agency (AFAC).

How does the process work?

Mexico's Mandatory Circular CO SA-02/14 R1, section 2.9.3.3, expressly allows operators to modify the passenger list associated with a valid Mexican entry authorization.

In practice, the process involves submitting a written request to the AFAC airport commandant's office (Comandancia) at an international airport.

Typically, the airport authority receives the request, stamps and signs it, and returns the applicant's copy as proof of submission.

It is important to keep this stamped and signed document, as you should carry it with your aircraft's Mexican entry authorization and present it to aviation authorities when required during subsequent operations.

How to use the FEMPPA template

  1. Open the FEMPPA template in Google Drive and make your own copy.

  2. Edit all fields highlighted in orange, including your aircraft information, entry authorization number, receiving airport authority, and complete updated passenger list.

  3. Update the location and date of the request.

  4. Print and sign the document.

  5. Submit your request to the AFAC commandant's office at an international airport, preferably 24 hours before your next operation.

  6. Obtain and retain your stamped and signed copy, and carry it with you on subsequent flights.

Important considerations

  • Your updated passenger list replaces the previous one. Include everyone you want to remain authorized, not just the new passengers.

  • There is no government fee. The circular expressly states that passenger list amendments are free of charge.

  • You can update the passenger list multiple times during the validity of your entry authorization.

  • Crew changes follow a different procedure, subject to specific restrictions. This template is intended for passenger list amendments, not crew changes.

  • Keep your stamped and signed document. It serves as evidence that you submitted the amendment request. We recommend confirming that the change has been processed before operating with the new passenger list.

At FEMPPA, we remain committed to sharing practical tools and resources that make general aviation in Mexico easier for everyone.
